Vladimir Putin ha minacciato di usare armi nucleari, ordinando ai suoi militari di mettere in allerta le forze di deterrenza russe in un ultimo sforzo per ottenere la vittoria in Ucraina. Ma dovremmo prendere sul serio le minacce di Putin? O dovremmo liquidarle come un tentativo di bluff. Putin sa che non può perdere questa guerra, quindi se sente che la perderà potrebbe anche prendere in considerazione l'idea di mettere in atto quella “minaccia". L'ultima volta che i livelli di allerta nucleare sono stati aumentati dagli Stati Uniti, e dalla Russia o Unione Sovietica come si chiamava allora è stato 48 anni fa, quando gli Stati Uniti hanno alzato il loro livello di difesa nucleare durante la guerra dello Yom Kippur. Putin domenica ha detto ai suoi massimi funzionari della difesa e militari di porre le forze nucleari in un "regime speciale di combattimento”.  Va detto che la Russia, come gli Stati Uniti, mantengono i loro missili balistici intercontinentali terrestri, o ICBM, in un alto stato di allerta in ogni momento 24 ore su 24, 365 giorni all’anno, e si ritiene che i missili nucleari installati su sottomarini russi, come quelli americani (ssbn), siano anch’essi in stato di allerta in ogni momento.
