Deve proteggere con successo sia i cittadini che lo stato da ogni minaccia e pericolo. Per fare ciò dobbiamo includere una gamma più ampia di questioni come la diplomazia, lo sviluppo microeconomico, il potere economico, le relazioni interne ed interne allo stato, nonché le comunicazioni interne ed esterne.
